Health department help for Dental Hygiene and access to care

I was just curious, if anyone knows, besides flouride, what contribution or limitations does the health department give to the oral health care industry and does that have any significance with the poor oral health of Utah?

I don't know if I will like blogging. I never really use the internet, only for research and email. I never go on it just for fun. I know that there are a lot of websites that are very good and educational but there are also a lot that are really trashy!!
I guess I will have to like it because it is required for our community health class.
